On November 30, 2007, officials of the North Texas Tollway Authority (NTTA) presented a $3.197 billion check to the Texas Department of Transportation (TxDOT) and North Central Texas Council of Governments for the right to design, build, operate and maintain State Highway (SH) 121 in Collin, Dallas and Denton counties.

On October 12, 2007 the FHWA issued a Decisional Memorandum concerning the proposed tolling of SH 121

FHWA Decisional Memorandum

A Public Hearing was held on Monday, February 26, 2007 at Legacy Church, 4501 Legacy Drive, Plano, Texas 75024.

Prior to the Public Hearing, an Open House was be held from 6 p.m. to 7 p.m.

On April 14, 2006, SH 121 from 0.23 miles west of Business SH 121 to the DNT was approved by the Federal Highway Administration as a toll facility.

A Public Meeting was held on July 25, 2006 for the toll re-evaluation of proposed SH 121 from Dallas North Tollway to US 75.
