When:

The virtual public meeting will begin on Tuesday, Feb. 23, 2021 starting at 6 p.m. This is not a live event and can be viewed any time beginning Feb. 23, 2021 starting at 6 p.m. through Wednesday, March 10, 2021. All comments must be received on or before March 10, 2021.

Purpose:

The purpose of the virtual public scoping meeting is to present the proposed improvements and explain the EIS process to the public. Attendees will be able to learn about the study process and provide input on the Spur 399 EIS project. The virtual public scoping meeting will consist of a pre-recorded video presentation explaining the proposed project, which includes both audio and video components, along with other exhibits and materials for review. The draft Purpose and Need, an exhibit illustrating the range of alignments/alternatives under study, draft alternatives matrix indicating the methodology and level of detail for screening the range of alternatives, and the draft Coordination Plan and Public Involvement Plan including the anticipated schedule will be available online at the virtual public scoping meeting website provided above. Comments may be provided online, or by mail, email, or voicemail as described in the notice and on the virtual public meeting website.

Description:

The Texas Department of Transportation (TxDOT) is initiating an Environmental Impact Statement (EIS) for a proposed project to construct the Spur 399 Extension in Collin County from US 75 south of McKinney to US 380 east of McKinney. Alignments for a roadway facility on new location are under study. The study area for the proposed project includes the cities of McKinney, Fairview, Lowry Crossing, and New Hope. In this EIS, TxDOT will evaluation the portion of the recommended alignment on new location on the west side of McKinney National Airport in addition to other alternatives that satisfy the purpose and need within the study area. Alignments will be evaluated in consideration of input received from Federal, State, and local agencies as well as stakeholder groups and the public. The proposed Spur 399 would accommodate an eight-lane freeway with frontage roads on each side to manage congestion and north-south mobility, connectivity, traffic operations, and safety.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
