Where and When

A virtual public hearing will be held https://www.rockwallcountytexas.com/1452/RCOL-Public-Hearing. The virtual hearing is not a live event and can be viewed at any time beginning on Thursday, October 29, 2026, at 5:30 p.m. and will remain online for at least 15 days.

An in-person public hearing will be held in an open house format where the public may come and go at their convenience.  The in-person option will be held on October 29, 2026, from 5:30 p.m. to 7:30 p.m. at Rockwall County Courthouse Liberty Hall , located at 1111 E. Yellow Jacket Ln. #401, Rockwall, TX 75087. Materials presented at the virtual public hearing and in-person public hearing will be identical.

Purpose

The purpose of the hearing is to present the current Phase 1 schematic and draft EA for public review and comment. 

Description

The Rockwall County Outer Loop proposes to construct a new location continuation of the Outer Loop through the cities of Royce City, Fate, and Rockwall, a distance of approximately 5.9 miles in Rockwall County, Texas.  The proposed project would consist of four 12-foot-wide frontage road lanes (two in each direction), four 12-foot-wide controlled access general purpose lanes (two in each direction), and two 10-foot-wide shared-use-paths (one in each direction, outside the frontage road lanes). The proposed project would include construction of a multi-level interchange at Interstate (I) -30.

The proposed Rockwall County Outer Loop is being developed in two phases.  Phase 1 extends from SH 276 to Conty Line Road. Phase 2 extends from SH 205 to SH 276.  Phase 2 schematic development and environmental studies would be completed separately and would include its own public involvement and opportunities for input.

The in-person public hearing and virtual option will be conducted in English. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
