Notice of Public Meeting for FM 1378 from west of FM 3286 to West Lucas Road in Collin County

Where and When:

A virtual public meeting will be held at The virtual meeting is not a live event and can be viewed at any time beginning at 6:00 p.m. on Thursday, May 25, 2023 and will remain available online through 11:59 p.m. on Friday, June 9, 2023.

An in-person public meeting will be held in an open house format where the public may come and go at their convenience.  The in-person meeting will be held on Thursday, May 25, 2023 from 6:00 p.m. to 8:00 p.m. at the Willow Springs Middle School Cafeteria, 1101 W. Lucas Road, Lucas, TX  75002. 

Materials presented at the virtual public meeting and in-person public meetings will be identical.

All comments must be received on or before June 9, 2023.


The proposed project consists of widening the existing two-lane undivided roadway to a four-lane divided roadway for a distance of approximately 0.8 miles.  It included two travel lanes in each direction divided by a grassy median to separate the eastbound and westbound lanes.  Intersection improvements with turn lanes are proposed at cross streets within the project limits.  The proposed right of way width would vary from 125 to 180 feet.

The virtual public meeting and in-person options will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
